Well I got to buy a vid card for my girls comp. so I can run CSS and TF2,
She went out and bought a desktop at bestbuy and the onboard card is sh*t ,heres the specs
AMD Athlon� 64 X2 dual-core processor 4400+, 3GB DDR2 memory; Windows Vista Home Premium, double-layer DVD�RW/CD-RW drive, 320GB hard drive, ATI Radeon X1250 (on board)
Now I need to find the cheapest pci-e card that will let me get around 50-60 fps in css. I looked on newegg and some other places and found a couple I think will do, for anywhere from $40-$70 shipped. But I know just enough to get me into trouble when it comes to this sh*t. So any one got some suggestions ?

what resolution do you plan on playing in?
More than likely an X1650Pro, or x1650XT chip set will be be the best in the price range your looking at.
If you prefer the Nvida route a 7300GT 512 should just make your under 70 price range.
The amount of RAM on the card is all dependent at what resolution you'll like to play in.
Here are a few that are pretty good...however i'm sure other people can come up with good suggestions.

I seriously wouldn't recommend the 7300...
The x1650 is pretty good, but if you want to spend ~$15 more you can get this which is a 30% gain from the x1650

I have the same specs. She probably bought the same pc. Well, I run the 7900GS 256 @ 800x600 maxed out. And I get an average 50-90 in Source. And anywhere from 20 - 90 in TF2. It just depends on how many people are playing it seems. One thing I had to do before I bought a better card is to update the power supply. The stock one was 300 watt, if I remeber right. If your running an ATI card now. Might as well stick with them. At some point I would like to update to the 8800GT.

i'll sell you my Geforce 6800 GT for 50 bucks or so...
Handled CS:S fine for me but i honestly dont know how it will handle TF2

Well seeing as how TF2 uses pretty much the same engine as CS:S it is not out of the realm of reason to assume that it will run it just fine.

You can prob get an 8500GT for somewhere around that price range. I play at 1280x720 on my HTPC and it works well enough.
