HL2 download problem

I'm hoping someone can help me with this or at least point me in the right direction for fixing it. I recently built a new pc so I've had to reinstall my steam games. Basically, for Half-Life 2 and CS:S, I bought them on a disk. When I try to install the game it will install fine, but then when its trying to update the game through steam it will get to 99%, then just say "Download starting..." and never actually move. If I try to play either game, it will say that it isn't available. Now I've had this problem when I've used the disks to install the game and when I've just downloaded them through steam. My other games, like TF2 and DOD:S that I purchased and download straight from steam, don't have a problem. They updated fine and I can play them.

I just don't understand what the issue is, anyone have any ideas?

Can you delete the whole thing and let steam install all the games??Screw the cd's when i sign in steam it knows what games i have through them.Also there's a option.. on the side menu... from games on steam client for auto update make sure you have that set correct and your other games and settings.

I've tried deleting HL2 and CS:S and letting steam reinstall them but it did the same thing. I suppose I could try completely uninstalling everything (including steam and the other games I have installed that work correctly) and start over that way but I'd rather not if I know it isn't going to work.

Thanks. I did end up getting it working. I figure I still have some sort of router issue since I can't see all the servers when I try and update the list (BoSS is one of the ones I can't see.) Bleh bleh bleh steam is a pain in the ass.
