Go to Steam->Properties(game)->Launch Options and type: -dxlevel 81 if that doesnt werk try -dxlevel 80
when u go to start steam right click on CSS and then click on properties then click launch options and type in -dxlevel 81 if that doesnt help then try -dxlevel 80
this werked for me and now have no problems at all
