When I open up CS:S, and try to open my friends list, it says it's not working because steam isn't on... And steam is on...

And when I access the friends list from opening steam, it works just fine. So... how do I get the damn thing to work in CSS?

It's nothing I can't live without, but having the friends thing would be fine.

While in game, hit escape, then hit player menu. I think you can add a friend through there or at least find their steam friends name

It started to work a bit for me, then all of a sudden it stopped a few days ago. I think with the recent outage with steam, everyone b*tched about the friends list never working, so they decided it was about time to get off their ass and do something about it.
