I don't know if this will help, but every so often, I'll be playing CSS and I'll have it crash on me with that same "vertex buffer" error. I usually just restart steam and the like and it seems to work.

I Googled it, and here's what I got:

Contacting Valve technical support... they bluntly tell me that it is because I have a DVD writer on my laptop... ?"#$%&' (meaning that HL2 could not be played on most of the new laptops available now????)... what a crap....

Someone else says this, though, which would make a bit of sense:

the error will occur when you Alt+Tab to switch between windows while playing a game and your machine is unable to allocate sufficient memory to render graphics when you switch back to your game window.

But, I fixed my issue. The problem was the card I had did not have enough Vertex Pipelines, therefore, since DX8 is rendered Hardware side, unlike DX9 (which is software) it could not lock the buffers. Only way to fix it for me was to get a new card.

It basically seems like it's a DirectX issue, but I'm not sure what else to say beyond that...
