All my weapon skins are fine but character and sniper scope skins don't work, is this something with the server or the mods I got?

I'm pretty sure that's sv_pure 1, which doesnt let you change any skins to give you an advantage.. gun skins work because they don't give you an advantage, but player skins can (for example use of a skin that has a red head for easy headshots or something)
